Both...but if I had to choose I would say to be loved
To me it is the same thing. I don't quantify love in this way.

To love!
To be loved is really good :) although loving is wholesome period
You need both.
While, I love to love, it feels really good to be loved
According to the bible, to love. God has command us to do so.
I never thought of it this way before, about God and love. Sometimes it feels hard to continue loving (for example after you've broken up with someone you might be hurt and not feel like loving ever again). But, if you think of love as so much bigger than yourself (like loving children of poverty and helping them)...then that mindset can help move you forward.
