Indeed: we chatted, emailed, and exchanged photos for about 6 years before she convinced me to take up Skype. Once that was done, we fairly quickly realized that we were in love, and that we needed to meet in person, which just confirmed what we had suspected.
After that, it was another 4 years of visits to the other side of the world before we could tie the knot (which happened last week).
So: yes, yes one can - but face-to-face confirmation is required.

I don't think so - I believe a physical attraction is part of falling in love. I think you can fall in "like" and form a strong friendship via the internet which can then be built upon if the physical is there or grows on one another.
